SYNOPSIS
int proc_info (char * buffer, char ** start, off_t offset, int length, int hostno, int writeto1_read0);
ARGUMENTS

anchor point to output to (0==writeto1_read0) or fetch from
(1==writeto1_read0).

where ``interesting'' data is written to. Ignored when
